On October 3, 1993, at 4.05 pm, he gave the Vityaz detachment a radio order “to move forward to reinforce the protection of the Ostankino complex”. Witnesses-journalists (including those from the pro-presidential newspapers - Izvestia, Komsomolskaya Pravda), later said that the armored vehicles of the internal troops fired indiscriminately both at the demonstrators and at the Ostankino TV tower and surrounding houses. A. Kulikov himself claimed that the "Vityaz" opened fire on the people led by General A. Makashov only after the soldier of the "Vityaz" N. Sitnikov was killed by a grenade launcher at 19.10 and that the government forces "... did not open fire first. The use of weapons was purposeful. There was no continuous zone of fire ... ". According to the results of the official investigation, there was no grenade launcher shot at all (it was taken for the outbreak of an explosive package thrown from the building of the television center by one of the "Knights"). One fighter of the government side, several dozen unarmed demonstrators, two Ostankin employees and three journalists, including two of them foreign (all employees and journalists were killed by A. Kulikov's subordinates), died in the clashes at Ostankin.
As gratitude for the shooting of unarmed demonstrators, A. Kulikov was promoted to Colonel General in October 1993.
