Tominsky GOK is spoken about in Lately all, but few, at the same time, can at least clearly explain where he is. Therefore, the main thing that we tried to understand during the public hearings that took place on July 21, what is this Tominsky GOK. And here's the picture we have.

Tominskoe porphyry copper ore deposit in Chelyabinsk region is one of the largest copper deposits in Russia. It is included in the list of the 50 largest copper deposits in the world. In 2003, the license for its development was acquired by Russkaya copper company"(RMK).

Among the most famous enterprises in Chelyabinsk, which are part of the RMK, are Karabashmed and the Kyshtym Copper Electrolyte Plant.

In 2013, RCC implemented a project similar to the Tominsky GOK at the Mikheevsky GOK (Varnensky district). The project was implemented without any scandals, although, according to observers, this is due to the significant remoteness of the facility (about 250 km from Chelyabinsk).

The field is located in the south-west of Chelyabinsk in the Sosnovsky District. It is just 20 km from the city and 10 km from the Shershnevsky reservoir.

Here in the west and north-west, in the vicinity of the Hornets, the most ambitious construction projects are being implemented recent years, some of which have already gone beyond the borders of Chelyabinsk to the Sosnovsky District.

Experts have repeatedly expressed the opinion that in the case of the construction of the Tominsky GOK, the price of real estate and land in the most popular and expensive areas of Chelyabinsk today will drop sharply.

What will it be

Two huge careers(Tominsky and Kalinovsky), concentration plant and hydrometallurgical production, tailing dump (waste storage).

  • Tominsky quarry - planned depth of 540 meters.
  • Kalinovsky quarry - the planned depth is 300-350 meters.
  • Dumps up to one hundred meters high.

For comparison:

  • Korkinsky section - depth of about 520 meters;
  • Chelyabinsk-CITY - height 111 meters (including the spire);
  • Ostankino TV tower - height 540 meters.

Tailing dump(waste storage) - total volume 482 million cubic meters (m3).

In this case, the waste (tailings) are planned to be filled with water. It is assumed that it will come from Lake Sineglazovo and adjacent water bodies.

The volume of the nearby Lake Sineglazovo, according to Wikipedia, is 33 million m3.
The volume of the Shershnevsky reservoir is 160 million m3.
The size of the tailing dump according to ecologists (representatives of the RMK did not refute these data) are comparable to the site covering Sverdlovsky Prospekt, Komsomolsky Prospekt and ul. Chicherin.

Main environmental risks

According to RCC, the planned regular irrigation of the dumps will avoid significant environmental pollution. The additional volume of pollution (to the existing one in Chelyabinsk) is estimated by RCC at 2.3%.

When asked why the storage of waste in solid form is not provided, the representative of RCC replied that this approach is economically inexpedient (read: is it cheaper to store waste in a huge pool?)

Risk of tailings dam breakthrough and emergencies

  • According to RCC, the risk is negligible, and even in this case, liquid waste will flow in the opposite direction to the Hornets.

Regular explosions in the development of quarries and their possible consequences for nearby areas, including the Korkinsky open-cut mine.

  • RCC refers to research by the research institute, according to which the development of open-pit mines will not have an impact on the Korkinsky open-pit mine.

Dumps and their subsequent impact on environment

  • According to the representatives of RCC, the dumps will be regularly reclaimed (in fact, planted with greenery), turning over time into "natural" hills.

But nothing. Governor Dubrovsky lamented that the RMK needs to learn to negotiate with people. It seems that the regional administration has distanced itself from the problem of the GOK and is waiting for who will talk to whom ... The position, in our opinion, is bad. Judging by the scale of the project (and the scale of possible troubles), the Tominsky GOK project should arouse increased (if not primary) attention in the authorities. After all, if “something goes wrong,” the problem will not even be regional, but Russian. It is simply dangerous to leave this at the mercy of regional officials, public organizations and business.

Environmental requirements

If you get away from verbal skirmishes and put aside (for a while) direct demand to stop the development of the Tominsky GOK project, the most logical public demands are as follows:

Transfer of public hearings to Chelyabinsk- RMK uses the location of the field in the Sosnovsky region for holding hearings in the village of Dolgoderevenskoye (resolution of the head of the region V. Kotov). At the same time, it is obvious to the majority that the GOK will have an impact on Chelyabinsk and Korkino, so the requirement to bring the issue to the broader public looks, at least, logical.

It is obvious, however, that the transfer of public hearings to Chelyabinsk may further weaken the position of RCC. The Sosnovsky District is gradually becoming part of the Chelyabinsk urban agglomeration. It is here that the largest projects for the construction of affordable housing are being implemented (the nearby residential complexes Bely Khutor, Zalesye, Prostory, Geneva), and it is here that the most popular areas for low-rise construction are located (Malinovka, Zapadny, Sargazy, Sineglazovo other).

In the meantime, RMK is trying to limit the discussion of the GOK problem to the Sosnovsky District. No matter how many company representatives talk about the information posted (and they published a whole (!) Point of acquaintance with the project in Chelyabinsk in Rossiyskaya Gazeta), the situation most of all resembles a scene from the famous book by Douglas Adams, The Hitchhiker's Guide to the Galaxy:

Free familiarization with the GOK project and independent expertise.

According to representatives of the public, (and none of the representatives of the RMK denied this), only 30 days were given to familiarize themselves with the project (more than 80 volumes). At the same time, the time and place of reading were limited (working hours on weekdays), copying of the project materials was prohibited (!).

Here, RCC's position is at least weak.

Firstly, a company that claims to be ready to cooperate with the public and allows one to get acquainted with the project materials only during working hours without the possibility of copying or photographing anything (trade secret?) Looks strange.

Secondly, during all the hearings there was not a single speech by representatives of the very research institutes that supposedly guarantee the safety of the GOK. The interests of RCC, in fact, were defended exclusively by the deputy director of the company, Natalia Gonchar. And although this one spoke beautiful woman convincingly and, as the saying goes, "held the blow" - why on earth should those present to believe "an employee on a salary" is unclear.

Thirdly, we "overheard" most of the data for this article at public hearings or from the websites of environmental organizations. On the site of RMK GOK there are "one and a half" pages, and last news dated last fall. All this looks frivolous against the background of the scale of the project.

One of the few defenders of RMK, the head of the Varna district (it was there that RMK built the Mikheevsky GOK), speaking in defense of the GOK, said:

When it came to the construction of the Mikheevsky GOK, a commission of a biology teacher, an ecologist and a physician was assembled in the Varna district and sent to similar enterprises. We looked at the life expectancy, morbidity ... Do crucians live in lakes? And the members of the commission saw that where there are similar enterprises, the life expectancy is the same, there are no diseases ...

And with crucian carp, apparently, everything is OK. But for some reason, it seems to us that with the help of such arguments, the RMK will not be able to convince the population of a million-strong city and several adjacent districts that it is advisable to create a quarry “close by”, in which the Ostankino TV tower can be placed, and waste storage facilities the size of the Shershnevskoye reservoir.

Born in the homeland of metallurgy - in the Urals, I traveled a lot to small towns that were once built for the sake of mining and processing enterprises, I saw a bunch of "fox tails" that were poured from factory pipes. I have been in dead Karabash, and in Kyshtym, and in the closed Ozersk and Snezhinsk, the atmosphere of which was somewhat affected by the accident at Mayak. It's tough there. But Chelyabinsk has always been different. Sky.

When you drive up to the city, a terrible picture arises in front of you: a black sky, everything is in smoke and mud, but this, of course, is only the outskirts. In the center, everything is divine.

And so, several years ago, ex-governor Mikhail Yurevich began to cheerfully promote the project for the construction of the Tominsky GOK.

To Yurevich, if anyone does not know, Chelyabinsk residents do not feel the warmest feelings, I remember, in a bearded year, when he replaced Sumin, aunt swore that children's travel had become paid, and a number of benefits were canceled for pensioners. Considering that Yurevich and his entire large family have not a frail business in Chelyabinsk and beyond, it is not difficult to guess why it was about the GOK. It is very profitable to extract copper, although there is not so much of it there, but if you look closely at the project, "the plant will annually process 28 million tons of ore into copper concentrate." They are going to dig to a depth of 380 meters (380/30 = 12.6) - this is about 12 nine-story buildings. And now a fun fact: since 2004, not a single metro station has been built in Chelyabinsk.

Supporters of the project motivate by promising a huge number of jobs, opponents complain that the GOK will bring a lot of environmental problems.

I am more inclined towards the second side, not even because work is evil, but because I am somehow really scared for Chelyabinsk (although I don't really like it).

So, what about the ecology ?!

Firstly, around Chelyabinsk there are a bunch of villages, villages and other settlements, which, mind you, was not deprived of the radiation background after the accident at Mayak. Right there, in Korkino, coal is mined. Tominsky GOK will be located approximately here, according to ecologists, the wind rose is directed directly towards Chelyabinsk.

Secondly, n ochva:the extraction of any natural resources carries a number of problems: soil acidification, sludge air, and so on. Chelyabinsk residents complain that there is a reservoir 7 kilometers from the intended crater (on the map, right above the red mark), as well as underground springs. Now let's talk about air... It is impossible to dig a quarry with a shovel to a depth of 380 meters; a hammer drill will not help here either. Only explosives, only hardcore ... There is nothing to say here, the eyes will see everything for themselves.

The deposit is planned to be open-pit mined by an open pit to a depth of 380 m. The use of high-performance equipment (Atlas Copco, Komatsu and Terex, Caterpillar, BelAZ) will increase the efficiency and reliability of mining operations and comply with world standards for the level of labor safety of the mining and processing plant personnel.

The design is carried out by the forces of the TOMS engineering company (St. Pererburg, Russia).

It is planned to install the largest equipment in Russia, manufactured by world leaders, at the concentrator: SAG mills with a diameter of 11 m, ball mills with a diameter of 8 m, Outotec flotation machines with a chamber volume of 300 m3.

The project for the construction of the Tominsky mining and processing plant involves the processing of porphyry copper ore from the Tominsky deposit in the Chelyabinsk region. The operational reserves of ore at the deposit are estimated at 491 million tons. The mine is planned to be built 30 km from Chelyabinsk. Governor Boris Dubrovsky instructed the regional government to conduct an environmental impact assessment of the GOK project. The next mining and processing plant of the Russian copper company in the Chelyabinsk region should become the second largest after the Mikheevsky GOK. Threats and risks of Tominsky GOK for the population

The proximity of the Tominsky GOK to Chelyabinsk seriously alarmed the ecologists and the conscious public, especially since the work at the Tominskoye field will be carried out by an open explosive method, which threatens a serious threat from industrial dust from the plant. According to environmental legislation, the developer must submit design and other documentation for environmental impact assessment even before the start of construction. Experts must answer the question: does the project meet the established environmental requirements or not.

Reaction of the Russian Copper Company

The clamor raised by environmentalists forced the RMK to take reciprocal steps. The government of the Chelyabinsk region also defended the project. Vice President of the Russian Copper Company Yuri Korol said that RCC is awaiting the results of the state technical expertise, and until that moment there is no point in publishing information.

Nevertheless, Yuri Korol indirectly admitted that the procedure for compulsory environmental impact assessment has not yet started. In response to the demand of the deputies of the Tominsky rural settlement to provide at least if not the preliminary results of this examination of the GOK project, but the project documentation, Korol said that new public hearings would be held during the environmental examination. South Ural human rights activists and environmentalists began to increasingly demand that the government of the Chelyabinsk region curtail the project Russian Copper Company on the construction of the Tominsky mining and processing plant near Chelyabinsk. “People do not fully understand all the details of the project, so we need to continue to work on its explanation and get the support of society,” Dubrovsky said. “Moreover, the project itself has federal status and significance, we must enlist and be sure of its support from the population.”

Natalya Gonchar, Director of the Department of Ecology, Labor Protection and Industrial Safety of RMK, said that the company is working on new proposals and amendments to the terms of reference for the development of a preliminary assessment of environmental impact.

Dubrovsky noted that Tominsky GOK will provide 1000 new jobs and provide a total of 30 billion rubles in tax deductions to the regional budget for the entire implementation period.

Apparently, Yuri Korol did not succeed in changing public opinion, so the Russian Copper Company decided to hire a former official in charge of information policy under ex-Governor Mikhail Yurevich. It is likely that Oleg Grachev will have to reduce the level of negativity in relation to the Tominsky GOK that has developed over the year.

RCC is considering how to change public opinion

The Russian Copper Company insists on the fact that production will meet all modern requirements, environmentally friendly, and waste will be almost exclusively water and sand remaining after the processing of rocks. And in general, the same works the same Mikheevsky GOK, no no problem with him... Opponents of construction notice that all the reasons RMK are similar to general words, and there are no answers to specific questions yet.

Simple citizens are still, at best, completely unaware of the possible risks. They rely only on their civic engagement and hope that the management of the Russian Copper Company and the regional authorities will hear their questions.

A whole range of risks is associated with the construction of the Tominsky GOK, - considers ecologist from Chelyabinsk, Doctor of Technical Sciences, Professor Sergei Denisov.

First of all, the construction of the tailing dump with a height of 95 meters is frightening. The risk of destruction of such a structure exceeds the maximum permissible 1.6 times, even according to the estimates of the designers. The tailing dump should collect toxic substances - pyrite tails, that is, industrial water with processing residues and chemical reagents used in ore beneficiation. This is such a water-sand mixture with chemicals, because of which nothing grows at all. We have a Karabash tailing dump, for 70 years there is nothing alive there.

The designed tailing dump will have to contain 600 million cubic meters of this poisonous liquid. A breakthrough of such a dam last November in Brazil led to the fact that toxic substances spread over 500 kilometers and got into the ocean.

In Chelyabinsk, the only source of water is the Shershnevskoe reservoir, which is located just 9 kilometers from this projected tailing dump.

In general, this type of structure in Russia, I don't know to have such a high circular dam. This not straight dam, which rests against the bedrock, namely the circular dam.

There is another danger for the Shernevsky reservoir. All dust emissions that will be generated in mining results will settle on the catchment area of ​​the reservoir, that is, on the area from where rainfall flows into the reservoir. In addition, there will be about 2,000 hectares of dumps, substances from them will mix with sediments and flow in the direction of the reservoir.

Of course, there will be contamination of groundwater. Unfortunately, we do not have such enterprises that would not pollute The groundwater... Although they talk about waterproofing, there are no absolutely safe enterprises in the world.

It turns out that a very poisonous enterprise should appear near the millionth city. The city, which can be considered one of the strongholds of our defense capability, the security of the country. There is no point in exposing Chelyabinsk to such a danger. The projected profit cannot be compared with a huge city.
