In July 1974, on the basis of the order of the USSR Ministry of Fisheries No. 263 dated June 27, 1974 and the Dalryba order No. 358 dated July 5, 1974, the Vladivostok Naval School of the USSR Ministry of Fisheries was organized.

The first head of the Vladivostok Maritime College, its permanent leader for twenty-seven years, was Anatoly Tikunov.

In 1989, the Maritime College was transformed into the Vladivostok Marine Fisheries College.

Currently, the college is a separate structural unit of FSBEI of HE "Dalrybvtuz" and provides the opportunity to receive education both on a budgetary and commercial basis, in full-time and part-time forms of education. The college has educational and auxiliary facilities necessary for training specialists of the fleet of the fishing industry and coastal enterprises in all specialties, in accordance with the requirements of educational standards: well-equipped specialized classrooms and laboratories, computer science classes, educational and auxiliary facilities.

The practice base is quite well developed: training and production sites (locksmith, turning, tool grinding, welding, cooking), repair and installation sites (electromechanical, diesel, auxiliary mechanisms, refrigeration and compressor, set-up).

The college has a Vocational Training and Employment Center, which provides short-term training for citizens with subsequent employment in 22 professions: sailor, minder (engineer), electrician ship, minder (engineer) refrigeration units, electric gas and welder ship, etc.

Training Center VMRK combines simulators: Global Maritime Distress Communication System, Navigation; International Safety Management Code, Ship Survival Simulator. All simulators have passed certification and examination in the relevant organizations. The staff of instructors is staffed by qualified fleet specialists with the appropriate education, working diplomas and the necessary certificates. In the training center, cadets of marine specialties, as well as the command and rank and file of the fleet of the fishing industry, undergo training and retraining.

The college has sports halls and an open stadium, assembly and video rooms, a library, and an ichthyological museum. There is a student club, sports sections and hobby groups.

There is a well-maintained dormitory for 460 people, with accommodation in cockpits for 3-4 people. The hostel provides rest rooms and household rooms. There is a dining room for 450 seats, providing three meals a day for cadets and students.

Story

By the beginning of 1870, there were only six educational institutions in the entire Russian Empire that trained sailors for the commercial fleet: the Kronstadt company of merchant shipping, the Kherson school of merchant shipping, skipper courses in Arkhangelsk and Kem, navigation courses in Libava and a private navigation school in Riga. The educational work in the College is built in accordance with the Concept of educational activity of the Vladivostok Maritime College, the Program of educational work with students of POANO "VMK" for the cycle (period) of study, the Program for the primary prevention of offenses of cadets POANO "VMK", the Program for the primary prevention of narcotic, alcohol, nicotine and other types of addictions, as well as HIV infections among students of the Vladivostok Maritime College and a long-term educational plan for the entire period of study, which covers all courses with detailed monthly planning. Educational work with cadets is aimed at improving academic performance, strengthening discipline, strengthening moral and ethical education. The main work on education is carried out through the study group, parents and individually with students.
  The College has a Rating system for evaluating activities aimed at ensuring the objectivity of evaluating both positive and negative activities of cadets. The head of the organizational and educational department and class teachers exercise daily control over class attendance, the appearance and behavior of students. Once a semester, and if necessary more often, parent-teacher meetings are held in groups, and this helps to ensure that cadets' academic performance and discipline are maintained at the proper level.
  To ensure conditions for extracurricular activities, the College’s material and technical base is effectively used: an assembly hall with 200 seats and rehearsal rooms, a dance hall, a music studio and a design and modeling workshop, sports halls and a training pool. Cadets have the opportunity to engage in sections: volleyball, basketball, indoor soccer, rock climbing, general physical training.
  The college budget estimates include an article on financing scientific, creative, sports activities, lectures and excursions, material incentives for distinguished students. The professional educational autonomous non-profit organization Vladivostok Maritime College is training maritime transport specialists of only the floating composition of the sea and river fleet. In this regard, persons with disabilities and having medical contraindications for work at sea are not accepted to college. Description of the educational institution Vladivostok Maritime College (VMK)

Vladivostok Maritime College was established in 1995 on the basis of the Vladivostok Maritime College, in order to meet the needs of young people in obtaining a marine education and shipowners - in the training and retraining of marine specialists. The creation of the college was in line with the educational policy of the Primorsky Territory administration. The college has an excellent reputation not only among shipowners and sailors, but also among the youth of the Far Eastern region. During the time at the VMK, more than ten thousand specialists of shipping companies received training.   The educational process in the college is based on the best marine traditions and new technologies in education. College cadets wear marine uniforms, live and study according to the daily schedule established for marine educational institutions. All of them undergo training on naval simulators of the UTC VMK, which today is the most modern in the Far East. All of the above indicates the high potential of the Vladivostok Maritime College, which is provided with a developed educational material base and experienced teaching staff. Among the instructors of the VMK are honorary workers of secondary vocational education of the Russian Federation, honorary workers of the Russian Navy. Classes are held at a high pedagogical level. Most teachers have the highest qualification category. Teachers of the UTC have completed internships in England, Belgium, Japan, Korea, St. Petersburg, and Moscow. 1.2. Citizens of the Russian Federation, foreign citizens and stateless persons registered in Russia are admitted to the professional educational autonomous non-profit organization “Vladivostok Maritime College” (hereinafter referred to as VMAN POANO or college);

1.3. Admission is conducted under education agreements concluded upon admission to study at the expense of individuals and (or) legal entities (an agreement on the provision of paid educational services);

1.4. Persons with basic general education (9 grades) are admitted to the 1st year with a study period of 3 years 10 months;

1.6. For subsequent courses, people who have an academic certificate of a standard form about incomplete secondary vocational education or a state diploma of completed secondary vocational education are accepted;

1.7. Admission of foreign citizens is carried out with a certificate of registration at the place of residence;

1.8. The relationship between PANO "VMK", on the one hand, and a legal or natural person (student, student's legal representative), on the other hand, is governed by the contract for training in educational programs

1.9. POANO "VMK" ensures compliance with the rights of citizens to education established by the legislation of the Russian Federation. 2. College Admission Organization

2.1. To organize the reception, a selection committee is created. The chairman of the selection committee is the director of the college.

2.2. The procedure for the formation, composition, powers and activities of the selection committee is governed by a regulation approved by the director of the college;

2.3. The work of the selection committee and paperwork, the personal reception of applicants and their parents (legal representatives) are organized by the executive secretary of the selection committee, who is appointed by the director of the college;

3. Acceptance of documents from applicants

3.1. The deadlines for accepting documents from applicants for full-time education are set from 06/01/2018 to 08/15/2018, and if there are free places in the college, admission of documents can be until 11/23/2018.

3.2. Acceptance of documents from applicants for distance learning, entrance examinations and conclusion of the contract is carried out throughout the school year;

3.3. Admission to college is carried out on the personal application of citizens who are fit for health at sea for work.

4. College enrollment

4.1. Crediting is carried out on a publicly available basis if the number of applicants does not exceed the number of planned places.

If the number of applicants exceeds the number of planned places, enrollment is carried out taking into account the results of mastering the educational program of the basic general or secondary general education indicated in the submitted educational documents. With an equal number of points in documents on education, preference for admission is given to applicants who have a higher score in specialized general subjects: physics, mathematics, Russian, foreign language (English).

4.2. The applicant shall submit to the college selection committee the original document on education and (or) qualification no later than August 24, 2018.

4.3. After the deadline for the submission of the original education documents, the college director issues an order to enroll the persons recommended by the admissions committee for admission and submitting the originals of the relevant documents. An appendix to the order of admission is a surname list of these persons. The order with the application is placed on the next business day after the order is published on the college's official website and the admission committee stand;

4.4. If there are places left free after enrollment, the selection committee, on the basis of the director’s order, prolongs the acceptance of documents for training from citizens until 11/23/2018.
