The Federal State Budgetary Institution “Russian Foundation for Basic Research”, on the basis of a decision of the Bureau of the Council of the Fund (protocol No. 15 (197) of 12/21/2017) publishes lists of projects supported by the 2018 Competition for Fundamental Scientific Research.

The project results can be found in the information system of the KIAS RFBR Foundation with the results of the examination.

    The Russian Foundation for Basic Research (RFBR) announces a competition for the publication of the best popular science works. The contest code is "d_npi". The task of the competition is to support the publication of popular science works aimed at disseminating information on the results of basic scientific research in a popular scientific form.

    This Announcement and the documents referred to in this Announcement determine the conditions of the Competition.

    Competition Objective  - development of regional and scientific cooperation, support for initiative projects aimed at obtaining new knowledge about nature, man and society, carried out by scientists who independently determine the directions, topics and methods of research.

    1. General Provisions

    1.1. The Competition may be submitted to fundamental scientific research projects implemented by individuals in the scientific areas indicated in Section 5 for each Subject of the Russian Federation, in accordance with the RFBR Classifier.

    The deadline for the implementation of the project submitted to the Competition (hereinafter - the Project) is specified in Section 5 of this Announcement.

    The project may include expeditions and / or field research.

    1.2. An application for the participation of the Project in the Competition (hereinafter referred to as the Application) is executed electronically in the Fund’s information system (hereinafter - KIAS RFBR).

    Registration of applications for participation in projects in the Competition in KIAS RFFI is held from December 15, 2017 to 23 hours 59 minutes Moscow time on January 22, 2018.

    After registration of the Application with KIAS RFBR (assignment of a registration number), the following should be submitted to the Regional Expert Council of the Subject of the Russian Federation:

    The printed application form in one copy,

    The declaration (see Appendix) in two copies,

    executed in accordance with the requirements specified in clause 2.2 of this Announcement.

    The application and the Declaration must be submitted to the Regional Expert Council of the Subject of the Russian Federation no later than 17 hours Moscow time on January 26, 2018.

    Attention: If the Application and Declarations are receivedthe Regional Expert Council of the Subject of the Russian Federation   after the deadline, the Project may not be eligible for the Competition.

    1.3. Summing up the Competition - the first quarter of 2018.

    Based on the results of the Competition, the Fund and the Subject of the Russian Federation provide funds for the implementation of the Project only in 2018.

    The Fund and the Subject of the Russian Federation will make a decision on the provision of funds for each next year (2019, 2020) for the implementation of projects lasting more than a year based on the results of the examination of the report on the implementation of the Project in the past year, submitted in accordance with the requirements of section 4 of this Announcement.

    Terms of use of funds are determined “A list of eligible grant costs allocated to the winners of the fundamental research project competition”.

    1.4. The project can be submitted to the Competition by an individual or individuals who have united in a team of no more than 10 people.

    Persons representing the Project for the Competition, there may be citizens of Russia, as well as citizens of other countries who have a residence permit in Russia and are registered with the tax authorities and the Pension Fund of Russia. Other restrictions on the participation of individuals in the Competition are set for individual Subjects of the Russian Federation in section 5 of this Announcement.

    The collective of individuals is formed by one of the members of the collective - the Project Manager.

    Attention: In the future in this Announcement, the term "Project Manager" is also used in relation to an individual representing the Project on his own behalf.

    The project manager sends an invitation to participate in the implementation of the project to the team members (hereinafter - the Project Executors) at KIAS RFBR.

    When inviting Project Executors, the Project Manager must consider that:

    When implementing the Project, if it is supported by the Fund, it can make changes (exclude, supplement) in the composition of the Project Implementers only when submitting a report on the implementation of the Project in the past year and only for the next year of the Project;

    Persons to whom the Project Manager submits ex officio (employees of one organization) cannot be included in the composition of the Project Implementers.

    Each of the Project Executors, accepting the invitation of the Project Manager at KIAS RFBR, confirms that:

    Familiarized with the composition of the team, with the terms of the Competition, “Rules for organizing and conducting work on scientific projects supported by the Federal State Budget Institution“ Russian Foundation for Basic Research ”and“ Rules for submitting scientific and financial reports on projects supported by the federal state budgetary institution “Russian Fund basic research ”;

    I agree with the choice of an organization providing conditions for the implementation of the Project;

    I agree to the storage and processing of my personal data by the Fund, their use for the purpose of conducting an examination, information and financial support of the Project;

    Grants the Project Manager the right to represent his interests in relations with the Fund, the Subject of the Russian Federation, the organization that provides the conditions for the implementation of the Project, and other legal and physical persons on all issues related to the submission of the Project to the Competition, the conclusion of an agreement with the Fund and the Subject of the Russian Federation, the implementation of the Project , by providing a report on the Project, by order of a grant and money provided by the Subject of the Russian Federation, including determining the size of the part of the grant spent on personal consumption NITEL project.

    An individual has the right to participate in this Competition in no more than two projects, and at the same time as a Project Manager in only one Project.

    1.5. The project manager, before submitting the Project to the Competition, must determine the legal entity (except for the state institution), whose charter provides for the implementation of scientific and / or scientific and technical activities, which will provide conditions for the implementation of the Project (hereinafter - Organization) in case of support of the Project by the Fund and the provision of a grant. The consent of the Organization to provide conditions for the implementation of the Project, including accepting a grant to its account and making all calculations for the Project using this account, is confirmed by the signature of the head of the Organization in the Declaration (see Appendix) submitted to the Fund.

    Additional requirements for the Organization are established for individual constituent entities of the Russian Federation in section 5 of this Announcement.

    1.6. The project submitted to the Competition cannot be submitted to another competition of the Fund until the results of this Competition are summarized. If a project with this content has previously received the support of the Fund and / or the Subject of the Russian Federation and funds have been provided for its implementation, or the project has received the support of other organizations and funding, the project cannot be submitted to the Competition.

    When submitting to the Competition a Project containing data that has been granted legal protection, the Project Manager is required to obtain the consent of the copyright holders to submit materials to the Fund, conduct an examination and post these materials on the Fund's website.

    Materials submitted to the Competition shall not contain information constituting state and / or commercial secrets.

    The conformity of the Project with the above requirements is confirmed by the Project Manager in the Declaration (see Appendix) submitted to the Fund.

    1.7. In case of supporting the Project and providing a grant for its implementation, the Project Manager and Project Executors:

    A) assume the following obligations:

    When publishing the results, refer to the support of the Fund and the Subject of the Russian Federation indicating the number of the project. For example: “The study was funded by the Russian Foundation for Basic Research and the government of the region of the Russian Federation, grant no., Sponsored by the Russian Federal Property Fund and the Subject of the Russian Federation * within the framework of scientific project No. 18-41-000001” 18-41-000001 ";

    B) agree to the publication by the Fund and the Subject of the Russian Federation of the annotations of the Project and information on the results obtained, including information on the results of intellectual activity, the list and annotations of publications on the Project (in print and electronic form).

    * The name of the Subject of the Russian Federation or the name of the authority of the Subject of the Russian Federation is indicated in accordance with Section 5 of this Announcement.

    1.8. After summing up the results of the Competition, the list of Projects for the implementation of which funds were provided by the Fund and the Subject of the Russian Federation will be published on the Fund's website and in the mass media of the Subject of the Russian Federation.

    Project managers who submitted Projects to the Competition will be notified of the grant or refusal of the Fund to support the Project through Personal Accounts at KIAS RFBR.

    The Fund provides for the implementation of each Project that has received support according to the results of the Competition, a grant of 50 percent of the total amount of funds allocated for the implementation of the Project by a joint decision of the Fund and the Subject of the Russian Federation.

    A subject of the Russian Federation provides for the implementation of each Project that has received support according to the results of the Competition, funds in the amount of 50 percent of the total amount allocated for the implementation of the Project by a joint decision of the Fund and the Subject of the Russian Federation.

    1.9. The order of interaction of the Fund with individuals who will receive support from the Project and the grant of the Fund (winners of the Competition), and the Organization after summing up and announcing the results of the Competition is determined “Rules for the organization and conduct of work on scientific projects supported by the Russian Federal Property Fund"  and the Agreement to be concluded in accordance with the specified Rules, hereinafter referred to as the Agreement.

    Attention: The Fund provides a grant only after the conclusion of the Agreement.

    The recipients of the Fund’s grant are the Project Manager and all Project Executors specified in the Application.

    The procedure for interaction between the Subject of the Russian Federation and the winners of the Competition is determined by the regulatory acts of the Subject of the Russian Federation.

    2. The procedure for filling out and submitting Applications for the participation of the Project in the Competition

    An application for participation of the Project in the Competition is executed by the Project Manager in electronic form at KIAS RFBR.

    2.1. To fill out an Application, the Project Manager must:

    Register in KIAS RFFI, if it has not been registered earlier,

    Offer to register with KIAS RFBR to all Project Executors ,   if they have not been registered before,

    - send invitations to KIAS RFBR ,

    Enter in KIAS RFBR all the necessary data,

    Sign the Application in KIAS RFBR.

    The project manager enters the project data into KIAS RFBR. Information about the Project Manager and Project Executors is filled in automatically (information entered in the KIAS RFBR when registering the person is entered).

    Attention: If the Project Executor accepted the invitation of the Project Manager to KIAS RFBR, he is not able to independently exclude himself from the Project Implementers. Only the Project Manager can remove him from the Project Implementers (from the Application) before signing the Application to KIAS RFBR.

    If the Project Contractor does not accept the invitation of the Project Manager, then information about it will be automatically deleted from the Application upon signing the Application by the Project Manager at the KIAS RFBR.

    Information about the Organization is filled in automatically if it is available in KIAS RFBR. If the Organization’s card is not included in the KIAS RFBR, the project manager should contact the KIAS RFBR support service to enter the necessary information about the Organization in KIAS RFBR.

    Attention: The project manager will be able to sign the Application to KIAS RFBR only if the status of the Organization's card in KIAS RFBR is “Signed” or “Reliability Confirmed”.

    A file in PDF, RTF or TEX format can be attached to the Application at KIAS RFBR. If necessary, the file is attached in more detail to state the contents of the Project, taking form 4 as a template and supplementing its contents with formulas, figures, maps, etc., as well as if information and symbols in forms 1 and 4 are displayed in the KIAS RFBR system incorrectly.

    File size should not exceed 4 Mb.

    After entering all the necessary information and attaching the file, the Project Manager signs the Application with KIAS RFBR. The Application signed by the Project Manager at KIAS RFFI is registered automatically - the Application (Project) receives registration number.

    Attention: Registration of the Application with KIAS RFBR occurs immediately after the Project Manager clicks the “Sign” button. Making changes to the Application after registration is not possible. If necessary, make changes. The project manager must remove the Application from the Competition by clicking the "Unregister Application" button. After the withdrawal of the Application, it can be signed by the Project Manager only once more.

    Questions related to the execution and registration of applications to KIAS RFBR should be sent to the KIAS RFBR Support Service.

    2.2. After assigning a registration number to the Application (Project), the Project Manager must print from KIAS RFBR:

    Application (with all forms and attached files) in one copy,

    The declaration (see Appendix) in two copies.

    The forms in the Application must be signed by the Project Manager and other persons indicated in them. The signature of the person acting on behalf of the Organization must be stamped.

    The declaration must be signed by the head of the Organization (an official with the appropriate authority) and the project manager.

    The signature of the head of the Organization (official authorized) must be stamped.

    The signature of the Project Manager must be certified by an official of the organization with whom the Project Manager is in a labor relationship (primary place of work), or by a notary public.

    Attention: The project manager must submit to the Regional Expert Council of the Subject of the Russian Federation a printed application form with all applications and the Declaration, which are signed and certified in accordance with the above requirements within the time period established by clause 1.2 of this Announcement.

    Application and Declaration sheets must be stapled: Application separately, Declaration separately.

    Application and Declarations must be submittedto the Regional Expert Council of the Subject of the Russian Federation at the address indicated in section 5 of this Announcement.

    The following labels should be applied on the envelope (except for those required for sending by mail): “RFBR Competition - Subject of the Russian Federation”, Project number, competition Code.

    Attention: Parcels, parcels, postal items with declared value and registered letters are not accepted by the regional expert council of the Subject of the Russian Federation.

    3. Project Expertise

    3.1. The Fund and the Subject of the Russian Federation make decisions on the provision of funds for the implementation of the Project on the basis of the results of the examination of the Project conducted by the Fund and the regional expert council of the Subject of the Russian Federation.

    Project Evaluation Criteria are posted on foundation website.

    3.2. Information on the content of the projects and on the results of the examination is strictly confidential. In accordance with the rules of the Fund, members of expert councils, experts and employees of the Fund are not entitled to divulge it. Project managers gain access to the final part (review) of expert opinions after making a decision on supporting the Project and providing funds for its implementation or on the refusal of the Fund and the Subject of the Russian Federation to support the Project.

    The Fund does not enter into discussion of the results of the examination. Projects submitted to the Competition are not returned.

    4. Providing reports on the implementation of the Project.

    4.1. Reports on the implementation of Projects are drawn up and submitted to the Fund according to the rules for the submission of scientific and financial reports on projects carried out in the corresponding year (Foundation website - Announcement of the rules forreports for the respective year of submission of reports).

    Reports to the Subject of the Russian Federation are provided in accordance with the regulatory enactments of the Subject of the Russian Federation and agreements on the basis of which the Subject of the Russian Federation provides funds for the implementation of projects.

    4.2. The Fund and the Subject of the Russian Federation decide to continue financing the Project for more than one year in each next year (2019, 2020) based on the results of the examination of the report on the implementation of the Project in the past year.

    Competition Description:

    The Federal State Budgetary Institution “Russian Foundation for Basic Research” (hereinafter referred to as the Fund) announces a Competition for 2018 projects of fundamental scientific research carried out by young scientists (My first grant) (hereinafter referred to as the Competition).

    The objective of the Competition is to attract young scientists to actively participate in basic scientific research, create conditions for young scientists to conduct independent research on the most important problems of the natural, humanities and social sciences and develop their skills in leading scientific teams.

    1. General Provisions

    1.1. The competition may be submitted to fundamental research projects carried out by individuals in the following areas:

    • (01) mathematics, mechanics;
    • (02) physics and astronomy;
    • (03) chemistry and materials science;
    • (04) biology;
    • (05) Earth sciences;
    • (07) information and communication technologies and computer systems;
    • (08) fundamental principles of engineering;
    • (09) history, archeology, ethnology and anthropology;
    • (10) economics;
    • (11) philosophy, political science, sociology, jurisprudence, the social history of science and technology, science of science;
    • (12) philology and art history;
    • (13) psychology, fundamental problems of education, social problems of human health and ecology;
    • (14) global issues and international relations;
    • (15) fundamental principles of medical sciences;
    • (16) fundamental principles of agricultural sciences.

    The deadline for the implementation of the Project submitted to the Competition (hereinafter referred to as the Project) is 2 years.

    1.2. An application for the participation of the Project in the Competition is executed in electronic form in the information system of the Fund (hereinafter - KIAS RFBR).

    Registration of applications for participation in projects in the Competition at KIAS RFBR runs from July 11, 2017 to 23 hours 59 minutes (Moscow time) on October 05, 2017.

    After registering the Application with KIAS RFBR (assigning a registration number), the Declaration (Appendix) must be submitted to the Fund in hard copy, drawn up in accordance with the requirements specified in clause 2.2 of this Announcement.

    The declaration must be submitted to the Fund no later than 17 hours Moscow time on October 19, 2017.

    Attention: Projects for which declarations will be received by the Fund after the deadline will not be eligible for the Competition.

    1.3. Summing up the Contest - Q1 2018

    Based on the results of the Competition, the Fund allocates a grant of 500,000 rubles for the implementation of the Project during the first year.

    The decision to provide a grant in the amount of 500,000 rubles for the implementation of the Project during the second year will be made by the Fund based on the results of the examination of the project report submitted in accordance with Section 4 of this Announcement.

    The conditions for using grants are determined by the “List of grant expenses allowed by the Russian Foundation for Basic Research allocated to the winners of the fundamental research projects competition” posted on the Foundation’s website.

    1.4. The project can be submitted to the Competition by an individual or a collective of individuals of no more than 5 people.

    The age of persons submitting the Project to the Competition should not exceed 35 years as of December 31, 2017.

    Persons representing the Project for the Competition may be citizens of Russia, as well as citizens of other countries who have a residence permit in Russia and are registered with the tax authorities and the Pension Fund of Russia.

    The collective of individuals is formed by one of the members of the collective - the Project Manager.

    The project manager sends an invitation to participate in the implementation of the project to the team members (hereinafter - the Project Executors) at KIAS RFBR.

    When inviting Project Executors, the Project Manager must consider that:

    • when implementing the Project, if it is supported by the Fund, it can make changes (exclude, supplement) in the composition of the Project Implementers only when submitting a report on the implementation of the Project in the past year and only for the next year of the Project,
    • persons to whom the Project Manager submits ex officio (employees of one organization) cannot be included in the composition of the Project Implementers.
      Each of the Project Executors, accepting the invitation of the Project Manager at KIAS RFBR, confirms that:
    • the content of the project does not coincide with the content of planned work financed from the federal budget and other sources performed (performed) in the organization with which it is engaged in labor relations,
    • acquainted with the composition of the team, with the terms of the Competition, “Rules for organizing and conducting work on scientific projects supported by the Federal State Budgetary Institution“ Russian Foundation for Basic Research ”and“ Rules for the submission of scientific and financial reports on projects supported by the federal state budgetary institution “Russian Fund for Fundamental research ”
    • i agree with the choice of the organization providing the conditions for the implementation of the Project,
    • i agree to the storage and processing of my personal data by the Fund, their use for the purpose of conducting an examination, information and financial support of the Project,
    • gives the Project Manager the right to represent his interests in relations with the Fund, the organization that provides the conditions for the implementation of the Project, and other legal and physical persons on all issues related to the submission of the Project to the Competition, the conclusion of an agreement with the Fund, the implementation of the Project, and the provision of a report on the Project, dispose of the grant in accordance with the terms of the Fund, including determining the size of the portion of the grant spent on the personal consumption of the Project Implementers.

    An individual has the right to participate in this Competition in only one project.

    Attention: In the future in this Announcement, the term "Project Manager" is also used in relation to an individual representing the Project on his own behalf.

    1.5. The project manager, before submitting the Project to the Competition, must determine the legal entity (other than the state institution) whose charter provides for the implementation of scientific and / or scientific and technical activities, which will provide conditions for the implementation of the Project (hereinafter referred to as the Organization) in case the Fund supports the Project and provides a grant. The consent of the Organization to provide conditions for the implementation of the Project, including accepting a grant to its personal (settlement) account and making all calculations for the Project using this account, is confirmed by the signature of the head of the Organization in the Declaration (Appendix 1) submitted to the Fund.

    Attention: When choosing the Organization, it should be borne in mind that when performing work on the Project, if it is supported by the Fund, replacing the Organization is possible only when submitting a report for the first year of the Project (section 4 of this Announcement).

    1.6. The project manager has the right to participate in the Competition in this capacity only subject to the following conditions:

    • higher education
    • lack of experience in managing the project, which was supported by the Foundation or the federal state budgetary institution "Russian Humanitarian Scientific Foundation";
    • the presence of at least one publication on the topic of the Project in a journal included in one of the citation systems (bibliographic databases): RSCI, Web of Science.

    1.7. The project submitted to the Competition cannot be submitted to another competition of the Fund until the results of this Competition are summarized. If a project with this name and / or content has previously received the support of the Fund and a grant of the Fund has been submitted for its implementation or has received the support of other organizations and related funding, the Project cannot be submitted to the Competition.

    When submitting to the Competition a Project containing data that has been granted legal protection, the Project Manager is required to obtain the consent of the copyright holders to submit materials to the Fund, conduct an examination and post these materials on the Fund's website.

    Materials submitted to the Competition shall not contain information constituting state and / or commercial secrets.

    The conformity of the Project with the above requirements is confirmed by the Project Manager in the Declaration (Appendix 1) submitted to the Fund.

    1.8. In the case of supporting the Project and providing a grant for its implementation, the Project Manager and team members:

    A) assume the following obligations:

    • make a report prepared according to the results of the Project, at any of the scientific events (conference, forum, symposium, etc.) that will be held in 2018 (each team member, including the Project Manager);
    • make a report prepared according to the results of the Project, at any of the scientific events (conference, forum, symposium, etc.) that will be held in 2019 (each team member, including the Project Manager). The names and contents of the reports submitted by the members of the collective should not coincide;
    • based on the results of research on the Project in 2018, prepare and submit to the peer-reviewed journal at least one article, one of the authors of which is the Project Manager;
    • before submitting the final report on the results of research on the Project, publish at least one article in a journal included in one of the citation systems (bibliographic databases) Web of Science, RSCI, one of the authors of which is the Project Manager, and prepare and submit to the peer-reviewed journal at least one article, one of the authors of which is the Project Manager;
    • when publishing the results, refer to the Foundation’s grant with the Project number, for example: “The study was carried out with the financial support of the Russian Federal Property Fund in the framework of scientific project No. 18-302-00001”, or “The reported study was funded by RFBR according to the research project No. 18 -302-00001 ”(if there are links to support from several sources, indicate what results were obtained with the support of the Fund).

    B) give their consent to the publication by the Fund of annotations of the Project and information on the results obtained, including information on the results of intellectual activity, the list and annotations of publications on the Project (in print and electronic form).

    Attention: Articles sent to the editorial office prior to the decision of the Fund to support the Project, and / or articles that do not contain a reference to the support of the Project by the Fund, will not be accepted for examination of reports.

    1.9. After summing up the results of the Competition, the list of Projects for the implementation of which the Fund's grants have been provided will be published on the Fund's website.

    Project managers who submitted Projects to the Competition will be notified of the grant or refusal of the Fund to support the Project through Personal Accounts at KIAS RFBR.

    The procedure for the interaction of the Fund with individuals who will receive a grant from the Fund (winners of the Competition) and the Organization, after summing up and announcing the results of the Competition, is determined by the "Rules for organizing and conducting work on scientific projects supported by the Federal State Budgetary Institution" Russian Foundation for Basic Research " Fund website, and the Agreement, which must be concluded in accordance with the specified Rules.

    Attention: The Fund provides a grant only after the conclusion of the Agreement. The recipients of the Fund’s grant are the Project Manager and all Project Executors specified in the Application.

    2. The procedure for filling out and submitting Applications for the participation of the Project in the Competition

    An application for participation of the Project in the Competition is executed by the Project Manager in electronic form at KIAS RFBR.

    2.1. To fill out an Application, the Project Manager must:

    • register with KIAS RFFI, if it has not been registered earlier,
    • offer to register with KIAS RFBR to all Project Executors, if they were not registered earlier,
    • send invitations to KIAS RFBR to the Project Implementers,
    • enter all necessary data into KIAS RFBR,
    • sign the Application in KIAS RFFI.

    Attention: If the project executor accepts the invitation of the Project Manager to KIAS RFBR, he is not able to independently exclude himself from the project Executors. Only the Project Manager can remove him from the Project Implementers (from the Application) before signing the Application to KIAS RFBR.

    If the Project Contractor does not accept the invitation of the Project Manager, then information about it will be automatically deleted from the Application upon signing the Application by the Project Manager at the KIAS RFBR.

    2.2. The project manager enters the project data into KIAS RFBR.

    The name of the Project should reflect the nature of scientific research, for example: “Study of the behavior of gallium in the hydrothermal process”.

    Files in PDF format containing copies of the main publications of the Project Manager on the Project topic (no more than 5) should be attached to the Application in the KIAS RFBR system. The absence in the application of a copy of a publication on the topic of the Project may constitute grounds for rejection of the Project.

    A PDF file can be attached to the Application in the KIAS RFBR system, containing additional information about the Project, including figures, tables, formulas, etc. (no more than 10 sheets).

    Information about the Project Manager and Project Executors is filled in automatically (information entered in the KIAS RFBR when registering the person is entered).

    Information about the Organization is filled in automatically if it is available in KIAS RFBR.

    If the Organization’s card is not included in the KIAS RFBR, the project manager should contact the KIAS RFBR support service to enter the necessary information about the Organization in KIAS RFBR.

    Attention: The project manager will be able to sign the Application to KIAS RFBR only if the status of the Organization's card in KIAS RFBR is “Signed” or “Reliability Confirmed”.

    After entering all the necessary information and attaching the files, the Project Manager signs the Application to KIAS RFBR. An Application signed by the Project Manager at KIAS RFFI is registered automatically - the Application (Project) receives a registration number.

    Attention: Registration of Applications in KIAS RFBR occurs immediately after the Project Manager clicks the “Sign” button. Making changes to the Application after registration is not possible. If it is necessary to make changes, the Project Manager must remove the Application from the Competition by clicking on the “Unregister Application” button. After removing the Application from registration, it can be signed by the Project Manager only once more.

    Questions related to the execution and registration of applications to KIAS RFBR should be sent to the KIAS RFBR Support Service.

    2.3. After assigning a registration number to the Application (Project), the Project Manager must print the Declaration (Appendix 1) in one copy from KIAS RFBR.

    Attention: Application forms and files attached to the Application in electronic form are not printed.

    The declaration must be signed by the head of the Organization (an official with the appropriate authority) and the project manager.

    The signature of the head of the Organization (official authorized) must be stamped.

    The signature of the Project Manager must be certified by an official of the organization with whom the Project Manager is in a labor relationship (primary place of work), or by a notary public.

    Attention: The project manager must submit only the Declaration to the Fund. The declaration must be printed out from KIAS RFBR, signed and certified in accordance with the above requirements and submitted to the Fund within the time period established by clause 1.2 of this Announcement, otherwise the Project will not be eligible for the Competition.

    The declaration may be:

    • sent to the Fund by mail at the following address: 32a Leninsky Prospekt, Moscow, 119334;
    • left in the Foundation’s mailbox installed in the second entrance of the building at 32a Leninsky Prospekt, Moscow.

    The following inscriptions should be placed on the envelope (except for those required for sending by mail): “RFBR Competition”, Project number, Competition code.

    Sample: “RFBR Competition” Project– (No. 18-301-11001) - mol_a.

    Attention: The Foundation does not accept parcels, parcels, postal items with declared value and registered letters.

    3. Project Expertise

    3.1. The Fund makes a decision on supporting the Project and providing a grant based on the results of the examination of the Project.

    During the examination will be taken into account:

    • compliance of the project theme with the main classifier code specified in the application;
    • relevance of the stated research topic;
    • scientific novelty of research;
    • scientific significance of the expected results of the study;
    • relevance of the work plan to the goals and objectives of the study;
    • compliance of research methods and equipment planned for use with the goals and objectives of the project;
    • the possibility of implementing the Project by the team in the declared composition and the stated period (the number of team members is not taken into account).

    3.2. Information on the content of the Projects and on the results of the examination is strictly confidential. In accordance with the rules of the Fund, experts and employees of the Fund do not have the right to disclose it. Project managers gain access to the final part (review) of the expert opinion after making a decision on supporting the Project and providing a grant or on the Fund’s refusal to support the project.

    Attention: The Fund does not enter into discussion of the results of the examination, does not consider appeals and does not return Projects submitted to the Competition.

    4. Providing a report on the implementation of the Project

    4.1. The report for the first period of the Project implementation is interim and is submitted in 2019.

    The report for the second period of the Project implementation is final and is provided for the entire period of the Project implementation (for two years) in 2020.

    The Fund will make a decision on the second grant for the implementation of the Project based on the results of the examination of the interim report.

    4.2. Reports on the results of the implementation of projects are drawn up and submitted to the Fund according to the "Rules for the submission of scientific and financial reports on projects supported by the federal state budgetary institution" Russian Foundation for Basic Research "published on the Foundation's website, taking into account the requirements of this Announcement.

    4.3. A report on the implementation of the Project should be generated and signed by the Project Manager at KIAS RFBR.

    It is necessary to attach files in PDF format to the report in KIAS RFBR containing:

    • texts of publications containing a reference to the financial support of the Fund, prepared based on the results of research on the Project;
    • texts of reports prepared according to the results of the Project, with which team members, including the Project Manager, spoke at scientific events.

    Attention: When examining the report, only those publications that contain a link to the Fund’s financial support will be taken into account and sent to the publisher no earlier than the date of the decision to support the Project by the Fund.

    A file in PDF format can be attached to the report in KIAS RFBR, containing additional information on the results of the Project, including drawings, graphs, tables, etc.

    Attention: The size of each file should not exceed 4 Mb. Using file formats other than PDF is not allowed.

    4.4. After registering the report with KIAS RFBR (the status of the report with KIAS RFBR is “registered”), a hard copy of the report is provided to the Fund, consisting of:

    • Project declaration;
    • project financial report;
    • confirmations of the organizers of events on the speeches of team members with reports at events in arbitrary form, indicating the name of the event, the name of the report, type of report, location and timing of the event.

    Confirmations from the event organizers about the performance of the team members with reports should be signed by the chairmen (vice-chairmen) of the program or organizational committees of the events.

    When replacing the Organization, the Fund additionally provides:

    • Application for the replacement of the organization in any form indicating the reason for the replacement, signed by the Project Manager,
    • Declaration of a new organization providing the conditions for the implementation of the Project.

    The declaration must be drawn up in accordance with clause 2.3 of this Announcement (as far as the Organization is concerned).

    All sheets of a printed copy of the report must be stapled or stapled together. On the back of the last sheet, the Project Manager must indicate the number of stitched sheets and confirm this with his signature.

    A hard copy of the report may be:

    • sent to the Fund by mail at: 32a Leninsky Prospekt, Moscow, 119334;
    • left in the Foundation's mailbox installed in the second entrance of the building at 32a Leninsky Prospekt, Moscow.

    The Foundation's mailbox is available daily from 10 a.m. to 5 p.m., except weekends.

    The following labels should be applied on the envelope (except for those required by post): “RFBR Competition”, Project Report No. ____, and Competition Code.

    Attention: During the examination of the report, the relevance of the prepared publication to the theme of the Project and the content of reports prepared according to the results of the project will be evaluated. In the event that the publication does not comply with the subject of the Project, there is no publication, evidence of the participation of each member of the team in scientific events, the content of the reports submitted by the team coincides, or the report is not drawn up in accordance with the requirements of the Fund, the Project will be discontinued and the Fund has the right to demand a grant back to full volume.

    4.5. Project reporting deadlines:

    • a report for the first period of the Project implementation must be generated and signed by KIAS RFBR by 23 hours 59 minutes (Moscow time) on March 26, 2019,
    • a printed copy of the report on the implementation of the Project in 2018 should be received by the Fund by 5 p.m. (Moscow time) on April 9, 2019,
    • the final report on the implementation of the Project should be generated and signed at KIAS RFBR by 23 hours 59 minutes (Moscow time) on March 26, 2020.
    • a hard copy of the final report on the implementation of the Project should be received by the Fund by 5 p.m. (Moscow time) on April 9, 2020.

    Attention: Failure to provide a hard copy of the report within the time period established by this Announcement entitles the Fund to demand a full refund of the grant.
