In order for your child to be enrolled in an educational institution, two conditions are necessary:

Such a document may be a certificate from a housing organization issued on the basis of temporary registration at the place of stay. If these conditions are met, then, subject to availability, the school administration has no right to refuse to admit a child to an educational institution. Registration at the place of stay and place of residence within the Russian Federation is carried out by internal affairs bodies. You can get registration for the child as follows:

For a child to be enrolled in a class, parents must submit the following documents to the school secretariat:

  1. Application for admission. In addition, the school administration may require a copy of the passport of one of the parents;
  2. A child’s medical card (old, which can be taken from the previous place of study, or a new one, for which you must pass a medical commission at the place of stay);
  3. Certificate of temporary registration at the place of stay.

Thus, in order to exclude undesirable situations associated with the registration of the child in school, it is better to make him a temporary registration at the place of stay. And the procedure for admitting children to educational institutions does not depend on the time of treatment.

Firstly, you should be aware of your right to choose any general educational institution, and they can refuse you only if there are no free places, that is, when classes are overcrowded. In the absence of this reason, the school is required to take your child to school.

But, if after applying to the school you received a refusal and you are sure that it is unreasonable, then you have the right to take a number of measures that should help in solving this issue.

After you have been unreasonably refused, you can write an application for admission of a child to school addressed to the head of the department of education and with this application you go to an educational institution, while asking the secretary to register your application. Further, you require that the refusal be issued to you in writing, with which you can contact the local education authorities. You also have the right to ask you to familiarize yourself with the school’s charter, which lists the rules for admitting students that comply with the laws of the Russian Federation, and school representatives are required to provide it. I think that any director, having seen your awareness in this matter, will think about further refusal, since he understands that his actions are unlawful.

I would like to draw attention to the fact that now high school students who study at lyceum schools and, having not very high academic performance, may be forced to leave after grade 9. When enrolling in another general education school, the principal does not have the right to refuse your admission due to insufficient academic performance. The refusal for this reason does not comply with the law and all rights are on your side.
