Agreement on the settlement of the crisis in Ukraine

Concerned about the tragic cases of loss of life in Ukraine, trying to immediately stop the bloodshed, determined to pave the way for a political settlement of the crisis, we, the undersigned, have agreed on the following:

1. Within 48 hours after the signing of this agreement, a special law will be adopted, signed and promulgated, which will restore the validity of the Constitution of Ukraine of 2004, as amended so far. Signatories declare their intention to form a coalition and form a government of national unity within 10 days after this.

2. Constitutional reform, which will balance the powers of the president, government and parliament, will be launched immediately and completed in September 2014.

3. The presidential election will be held immediately after the adoption of the new Constitution of Ukraine, but no later than December 2014. New election legislation will be adopted and a new composition of the Central Election Commission will be formed on a proportional basis in accordance with the rules of the OSCE and the Venice Commission.

4. An investigation into recent acts of violence will be conducted under the general supervision of the authorities, the opposition and the Council of Europe.

5. The authorities will not impose a state of emergency. The authorities and the opposition will refrain from using force.

The Verkhovna Rada of Ukraine will adopt the third law on exemption from liability, which will apply to the same offenses, and the law of February 17, 2014.

Both sides will make serious efforts to normalize life in cities and villages by freeing up administrative and public buildings and unblocking streets, squares and squares.

Illegal weapons must be handed over to the bodies of the Ministry of Internal Affairs of Ukraine within 24 hours from the date of entry into force of the above special law (paragraph 1 of this agreement).

After this period, all cases of illegal possession and storage of weapons are subject to the current legislation of Ukraine. Opposition forces and authorities will move away from the position of confrontation. The authorities will use law enforcement forces exclusively for the physical protection of government buildings.

6. The Ministers of Foreign Affairs of France, Germany, Poland and the Special Representative of the President of the Russian Federation call for an immediate end to all forms of violence and confrontation.

February 21

While there is a confrontation in the session hall, the representative of Kiev, deputy of the Parliament of Ukraine Andrei Senchenko and Refat Chubarov convince Vladimir Konstantinov to postpone the session. At that moment, using tear gas, supporters of the Mejlis, ousting Russian Unity activists from the site in front of the building, burst into the hall through one of the side entrances. As it turned out later, two people became victims of the clashes: a man died from a broken heart, a woman was crushed in a crowd. A total of 35 people were injured, six were hospitalized.

February 27

In Simferopol, at 4.30 in the morning, unidentified masked armed men occupied the buildings of the Council of Ministers and the Supreme Council of Crimea. Police officers and service personnel who were in the buildings were released, the doors were barricaded, and Russian “tricolors” were hung over the buildings instead of the Ukrainian ones.

The Constitutional Court of Ukraine declared that the Supreme Council of the Republic of Crimea on holding a general Crimean referendum was not in compliance with the Constitution of Ukraine.

All the days of the crisis in Kharkov, Donetsk, Lugansk, Odessa, numerous rallies were held against the new Kiev authorities with the requirements of federalization of the country, slogans of support for the Crimea and Russia. President of the Russian Federation Vladimir Putin signed the Decree “On the Recognition of the Republic of Crimea”.

The EU has unveiled a list of sanctions against a number of Russian and Ukrainian officials.

Crimean authorities nationalized the assets of Chernomorneftegaz, Ukrtransgaz, and the Feodosia enterprise providing petroleum products located on the peninsula.
