March 8, 1931, in accordance with the order No. 193 of the People's Commissariat of Supply of the USSR, a poultry technical school was opened. The training was carried out in two departments - technological and livestock. The first graduation of specialists took place in March 1934. 79 people received diplomas of livestock technicians and technologists in the processing of poultry products. On the eve of the Great Patriotic War, in the 1939-1940 academic year, the college conducted training in three departments - technological, veterinary and accounting. In 1942, during the occupation, the technical school almost completely lost its material base. Despite this, the college continued to work. On January 16, 1943, Rossosh was liberated from the invaders, and on February 1, classes began at the technical school. In the summer of 1943, the college had the smallest graduation of specialists - only 38 people. In the victorious 1945, the contingent of students in the college reached 515 people. 1950 is the year of the opening of the milk and dairy products department, and in the same year the poultry products department was transformed into the meat and meat products department, the zootechnical and veterinary departments were closed. In 1959, on-the-job training of specialists began by distance learning. 1967 - the year of the opening of the planning department, the technical school begins training students in the specialty "Technician - Planner." At this time, it became the largest among technical schools of the Ministry of meat and dairy industry of the USSR. In the 60-70s of the last century, the material base of the technical college expanded. 2 dormitories for 400 and 450 places, a new educational and laboratory building for 960 students with assembly and sports halls were built. Significantly replenished laboratory equipment and classrooms. The book fund of the library exceeded 70 thousand volumes. In 1989, new branches were opened - "Technology of canned food and food concentrates" and "Installation and maintenance of industrial equipment." The technical school participated in training for underdeveloped countries. Citizens from Cuba, Somalia, Kenya, Sudan, Namibia, and Costa Rica studied at the technology department.

One of the structural divisions of GOU SPO Technological College No. 28 is the former Moscow Mechanics and Technology College of Meat and Refrigeration Industry.

It begins its history in 1931. The reason for the creation of the Moscow Mechanical and Technological College of Meat and Refrigeration Industry was the radical reconstruction of the country's livestock base. It envisaged the creation of large state meat state farms and the organization of the meat industry based on the latest technological achievements in the field of livestock processing.

The rapid growth of the meat industry is not possible without qualifications. The decree of the Central Committee of the All-Union Communist Party of Bolsheviks of December 20, 1929 emphasized the crucial importance of training personnel for the meat industry and, in this regard, the need to organize special technical schools and faculties at universities.

The atomization of the training system did not allow us to solve the problem of providing the meat industry with a sufficient number of mid-level and top-level specialists. Therefore, in 1931, the Moscow College of Meat Industry was organized as part of the Moscow Chemical-Technological Training Plant.

At that time, the technical school had four departments: technological, mechanical, chemical and economic.

Since September 1, 1933, this technical school was allocated into an independent educational institution - the Moscow Meat College. In 1936, students, some teachers and employees of the fat technical school were transferred there in connection with the liquidation of the latter.

In 1938, on the basis of a decree of the Economic Council of People's Commissars of the USSR and an order of the People’s Commissariat of the Food Industry, the Moscow Meat College and the Moscow Refrigeration College, run by the People’s Commissariat of the Food Industry, were merged into a single Moscow Mechanical and Technological College of Meat and Refrigeration.

In the fall of 1941, due to the difficult front-line situation near Moscow, the technical school was prepared for evacuation to the city of Tyumen. But the advance of the German armies was stopped, and the college was not evacuated. On January 1, 1942, he resumed his work with two departments: technological and mechanical. In 1949, the refrigeration compartment was reopened.

In the period from January 1, 1942 to November 1, 1950, only the full-time department functioned in the technical school. On November 1, 1950, the evening department was again organized for technological and mechanical specialties.

On November 24, 1955, on the orders of the USSR Ministry of Meat and Dairy Industry, the All-Union Correspondence College of the Meat and Dairy Industry was organized on the basis of the Moscow Mechanics and Technology College of Meat and Refrigeration, training in which was conducted in seven specialties: "Technology of meat and poultry products", "Technology milk and dairy products ”,“ Equipment of enterprises of the meat industry ”,“ Equipment of enterprises of the dairy industry ”,“ Refrigeration and compressor machines and installations ”,“ Pl nirovanie in the food industry "," Accounting. "

In 1955, the USSR Ministry of Meat and Dairy Industry instructed a technical school to prepare two from the Mongolian people's republic. In 1959, they successfully graduated from college. Yunden Luvsandorzh, after graduating from the Odessa Technological Institute after technical school, works in the Ministry of Food Industry of the Mongolian People’s Republic, and Badrakh is the head of the sausage shop at the Ulaanbaatar meat processing plant.

In 1960, courses were organized to prepare applicants for both full-time and part-time education systems in technical schools.

Since 1967, the college resumed training for foreign students. 10 specialists were trained from Mongolia, two from Somalia, and one specialist from Cuba.

Throughout its existence, the college has trained hundreds of specialists for the meat, dairy and refrigeration industries.

In 2005, the technical school, as an institution of secondary vocational education, became part of the GOU SPO Technological College No. 28 and continues to train qualified personnel as part of the college.
