On April 21, 22, 2016, the general director of Sarov Technopark Y. Sumin, the adviser to the general director for financial affairs and external communications E. Rukavishnikova and the head of the NPK project department E. Lobashov participated in the forum “Ecosystem of Innovation: Universities and Research Centers”, which held in Moscow. The forum was organized by RVC OJSC in partnership with NUST MISiS and the Financial University under the Government of the Russian Federation. The key theme of the event is the development of innovative ecosystems of universities and scientific organizations, the creation of Universities 3.0., As well as a discussion of their participation in the National Technology Initiative.

Within the framework of the forum, a meeting of the working group “Territorial Organization of Research, Development and Production” was held as part of the development of the Strategy for Scientific and Technological Development of the Russian Federation until 2035, in which the General Director of Sarov Technopark Yu. Sumin took part.

In recent decades, the role of universities and research organizations in the world is changing. The familiar functions (educational and scientific) are complemented by the entrepreneurial function. Such universities and research organizations (the so-called Universities 3.0) become key actors in national and regional innovation ecosystems, as well as leaders and centers for the creation of new technology industries, making a significant contribution to the country's global competitiveness. The University becomes not only a forge of personnel and an executor of R&D, but also a generator, coordinator and creator of new technological innovations in the global market.

According to the international expert community in the field of education, in the future only 3.0 Universities will be able to be competitive, since they have great opportunities for development.

The goals and objectives of the forum were to promote the development of modern innovative ecosystems at universities and research organizations of the Russian Federation, as well as the development of competencies for the interaction of all ecosystem players. This event is held for the second year and is a continuation of the annual RVC Forum "Ecosystem of Innovation", which is traditionally held in Krasnaya Polyana (Sochi).

The program included 16 practical panel discussions and 8 master classes by representatives of the top 100 universities in the world, including Oxford, National University of Singapore, Eindhoven Technical University and the University of California. Work on the site will take place on the thematic tracks "Services", "Industry", "Management", "National Technological Initiative", "Investments", "Techtransfer", "Territory" and "External Stakeholders".

The forum has been held since 2014 and annually addresses the most relevant topics of the development of technological entrepreneurship, regional innovation infrastructure, the venture capital market and the National Technology Initiative. RVC is the organizer of the Forum.

Among the participants are representatives of innovative business, universities, scientific and engineering centers, territorial innovation clusters, as well as venture investors, representatives of NTI working groups and delegates from federal authorities.

The program includes plenary sessions, industry round tables, strategic sessions, business meetings, and, of course, informal communication takes place among the Forum participants.

The key agenda of the Ecosystem of Innovation forum in 2017 was to summarize the outgoing year and identify the most relevant industry trends. More than 250 experts and investors invited by RVC to the dialogue have formed their vision of the strategy of the venture market, which will be sent to the Ministry of Economic Development.

The main trend, which is associated with the expectations of all forum participants, is the involvement of corporations in the venture capital industry. Among other important trends, there was an increase in interest in working in international markets, an increase in expectations for attracting funds from institutional investors. Among the main problems are the lack of quality projects and regulatory imbalances.

The goals, objectives and directions of the implementation of the development strategy of the venture market were identified by Oleg Fomichev, State Secretary - Deputy Minister of Economic Development of the Russian Federation, in the framework of the plenary session of the forum. The goals of the strategy are to ensure the availability of venture capital financing and develop venture support tools. The strategy will include three directions - the formation of sustainable institutions of the venture market, the expansion of the supply of venture capital, and the development of technological entrepreneurship.

Tasks of the 2017 Ecosystem of Innovation forum tracks:

Track "Projects and Technologies":

More than 300 guests, including representatives of ITMO University, visited the Ecosystem of Innovation forum, which was held on December 5 and 6 in Sochi. The Forum was attended by representatives of federal and regional authorities, innovation clusters, business incubators, technology parks, universities, venture funds.

The Desant ITMO University has traditionally in an expanded format visited the Ecosystem of Innovation forum. Participation in the expert discussions of the Forum allows us to demonstrate how the university is effectively transforming into University 3.0 at all levels, creating the infrastructure for entrepreneurship, project education and training, which are in demand in modern conditions and are ready for the challenges of the future.

This time, the forum discussed the formation of innovative infrastructure in the regions as ecosystems for the emergence and development of new markets as part of the National Technology Initiative (STI). According to the participants of the event, such markets will become drivers of the growth of the Russian economy in the next 15–20 years.

The main objective of the forum “Ecosystems of Innovation” is to cover key topics from which the development of the country's innovative ecosystem is pushed. Within the framework of the forum, the results of the work done are announced and certain vectors of activity for the next year are set. It is important that the forum attracts all representatives of the country's innovative infrastructure.

“It’s a great tradition to meet before the New Year at the Ecosystem of Innovations forum, summing up the results of the year and planning the next- says the acting General Director of RVC JSC Evgeny Kuznetsov. — Universities are already perceived not as educational institutions, but rather as regional integrators of ongoing processes that are important for the development of the region. The role of universities around the world has significantly transformed in recent years, they are becoming key business players and market generators. Russian universities have a lot of work to do in integrating into a new reality and restructuring their internal processes. ”

According to the results of the plenary session of the forum, the director of the Department of Innovative Development of the Ministry of Economic Development of Russia Artyom Shadrin  outlined the main priorities for the development of innovation in universities for the near future. It is necessary to build a system of business accelerators and innovation ecosystems, transform corporations towards greater openness and development of mechanisms of Open innovations. Universities should also become drivers and centers of competence within the framework of the National Technology Initiative and take their startups to the international level.

“The university is an open structure, actively interacting with the external environment, affecting the surrounding territory and region. In no case should it be isolated from society and exist only for students and teachers ”- says the rector of ITMO University Vladimir Vasiliev.

Another proof that the university is going the right way was the award of the ITMO University’s Business Incubator in Russia, whose work has greatly transformed over the past six months. According to the head of the Department of Design and Innovation Activities of St. Petersburg University Nina Yanykina, unexpected interest among forum participants was caused by programs for the development of female leadership and entrepreneurship, which could become another product in the university lineup of the Interregional Network Program of Startup Schools.

“This year, the forum finally, in my opinion, confirmed the status of one of the most correct communication platforms on the issues of Russia's innovation ecosystem. Several factors are combined: time, place, ideas of RVC on topics for discussion and talent of the organizing team. We have worked productively both at the main events of the Forum and in an informal setting", - said Nina Yanykina.
